The Landesbetrieb LBB, the estate and construction management agency of Rheinland-Pfalz, offers construction and property management services to the federal state Rheinland-Pfalz. Its duties are to provide property management services, including site-use optimization, in accordance with sound business principles as well as the implementation of construction projects initiated by the German federal government, its partners in NATO and foreign armed forces, the state of Rhineland-Palatinate and other third parties.
Significant contributor to the local economy
The Landesbetrieb LBB, involved in construction projects valued at over 500m Euro annually, is a significant player in the state economy. It provides contracting opportunities for architecture and engineering firms as well as integrated construction companies and independent sub-contractors.
Important employer and apprenticeship institution
We currently employ circa 1.300 employees. In addition, we offer apprenticeships in technical drafting and commercial clerkship to about 30 people as well as providing professional internships in structural and civil engineering.
Local presence throughout the state
Support services for buildings, construction projects, and properties are provided not only from the headquarters in Mainz, but also at regional facilities in Diez, Idar-Oberstein, Kaiserslautern, Koblenz, Landau, Mainz, Trier and Weilerbach.
Landesbetrieb LBB posts budget surplus
The Landesbetrieb LBB arose from the former State Construction Authority in 1998. The purpose of establishing a corporate entity was to operate the services according to efficient and sound business principles. To further this aim, a transition was made from the cameralistics-style of public revenue accounting to double-entry accounting. The Controlling Department keeps track of all operative and financial activities. The result of this restructuring speaks for itself: every year since its establishment the LBB has posted a budget surplus. The annual surplus amounted to nearly 3m Euros. Total assets after the consolidation of the university properties in 2007 amounted to nearly 2 billion Euros. The oversight authority of the Landesbetrieb LBB is the Finance Ministry of the state of Rheinland-Pfalz.
The properties of the Landesbetrieb LBB include nearly 1.750 buildings, which are administered by its own property management services. These include ministries, revenue authority and land registry offices, as well as special purpose facilities such as police stations, penal institutions, forestry administration, museums and schools. They also include the state universities and polytechnical institutes. Special attention is paid to the wealth of existing structures which are targeted for further development, reconstruction, or sale. Rental properties are optimized for use and empty facilities repurposed, so that a vacancy rate under 2% has been achieved.
Construction projects for federal and state government
The Landesbetrieb LBB expands and converts existing facilties or implements plans for new construction. This applies to its own properties as well as to dedicated facilities of the German Armed Forces, the US-Forces, NATO, airports, hospitals and heritage castles and citadels in the state.
Competence Center combines expertise
The organisation has a pool of expertise in architecture and construction engineering, which is made available in its Competence Centers for expert advice in energy management, fire safety, residual hazardous waste removal, water mains maintenance, property assessment and project management to the benefit of our customers.
Through increased use of renewable energy as well as insulation installations, the Landesbetrieb LBB makes a significant contribution to reduction of global warming and a sustained reduction of energy consumption.
